From what I gather, it's harder to do that than it sounds because multiple copies exist in different places. I'm pretty sure they all voted for it because it was going to pass anyway

Yeah, I get that. I'm just disagreeing with equating the two sides. The ambiguity of "AI" (down to co-opting the term itself) is an intentional choice on the part of those hyping it. It's their narrative, they have the megaphones — I don't think you can expect a nuanced response to that!

(And I'd argue you can't really evaluate the value of the technology on a social scale independently of the rhetoric/ideology pushing it)

Yeah, but I guess what I mean is: AI is being sold to us by all the big players as this nebulous but inevitable thing (which will also replace your job) and people are understandably responding negatively to that
