There’s got to be a workaround, but I think they’re doing it because after Tahoe one won’t be able to skip quarantine of unsigned apps?

Can you replace the drive w/ an SSD? I think Other World Computing has or had some options for ancient hardware like this. SSDs are as touchy about stopping.
Also maybe there’s a nice Linux option that’ll get a bit more life outta this? Or are you wed to the old macOS to go with it?
