Of all the non-Neversoft THPS devs, Shaba Games were the only ones able to make good levels. Other studios, like Treyarch, didn't understand the assignment and the levels were awkward. Shaba on the other hand made banger levels, they had a clear understanding of the flow needed for the gameplay.
