I had interpreted it as Ruby being the one who stayed whereas the other ones left. Because of that she couldn't feel too attatched to them. (I might be wrong though)

I'd honestly rather them continue with the Fugitive Doctor instead of doing a repeat of 14. If they make Jo Martin the 16, it'll become a trend where they would rather an old actor come back rather than it just being an anniversary thing.

The concept of racism is woven so thoroughly into the story as well. Will definitely give this one a rewatch.
