I went through the ringer with FedEx to find out the truth and what I learned is that the foreign shipper can choose to pay extra to cover import fees (this is a FedEx feature). They literally can ship you something and cover the tariff if they choose to

Fedex sent me one of those and the package never even shipped, never entered the country even though the slip had a date of entry! I had to open a ticked with FedEx for like 6 weeks before they fixed it. They charged me a tariff because somebody bought a shipping label to my address!

Costco makes value for their customers quite literally. I get way more back in cash rewards every year than I spend on the membership. And I'm a single guy shopping for one.
