Reforming the SEND system is the most important area of focus for us in the next 5-10 years.

Our trust improvement strategy is built on our principles for inclusion and equity. Any system of improvement cannot be in addition to a system for inclusion. Only by doing this can we deliver truly inclusive practice.

The SEND crisis and the concept of *necessity*.

I argue that the concept of necessity used in law is incoherent and that clearing this up may help alleviate some of the problems relating to the SEND crisis.
