The DWP will find ways to tell vulnerable people they don’t qualify for benefits regardless of what documents they have. The terminally ill people assessed as “fit for work” did not lack sufficient proof of their identity.

If the proposed scheme was beneficial, it could be optional.

That rather assumes it'll actually successfully increase the effectiveness of right-to-work (and right-to-rent) checks. At best, it makes said checks slightly less complicated for employers and landlords.

Why would those who aren't doing the proper checks currently magically start?

"protections for vulnerable people" - what protections?

"help prevent their existing digital data being abused" - you'd get that'd by significantly strengthening privacy law. (The UK is doing the exact opposite post-Brexit.)
