That comes down to the ICB for your area then - not the surgery! For a response I’d write to your MP and ask them to contact the ICB on your behalf.
Can you not get test results via the NHS app? I use that all the time - saves me a call/appointmrnt

It’s not an emergency service - that’s what UTC, A&E and 111 are for etc.
I got an emergency prescription through 111 / my chemist last weekend. Works well.

I asked about this a few years ago and the stock answer is that they have a limit on the number of e-consults they can process in a working day. It’s not uncommon for it to be switched off early afternoon either when they’ve reached their limit.
