i'm sure there are usecases but i actually can't think of what i would want done like this
i feel like nixos is just like the less brittle less error prone version of this, and i will gladly put in some extra effort to not just chain apt commands that can randomly break

You mean like configs that are set in nix but can be edited later?
I have some wrappers made with jq (yq and xq for yaml and xml) that merge file contents with nix defined settings at launch

emacs probably does this with any of the tab plugins
doom emacs would be my recommendation if you want to try emacs but idk if i would recommend it, it will take a while
