This is untrue. Prop 13 failed to constrain tax revenue or the size of state government.

Unless floating tax rates are written in the state constitution or city charter, politicians will chose fixed rates because they love revenue going up without having to vote for a tax “increase”

What about the product should be “cheaper”?

Critics love to point to supposed high end finishes but those faux luxury finishes are a small percentage of the total cost.

Construction is really really expensive for a bunch of reasons. Mirco apartments are a solution but those are often banned.

Everyone thinks the most important part of Prop 13 is reassessment limit. It’s not.

The 1% rate cap has much bigger impact.

Gross revenue ratios and capitalization rates are much higher in other states.

If you repeal Prop 13 and return to 2.6% tax rates, either land value crashes with tons of mortgage defaults, rents soar OR most apartment buildings get turned into condos.

What is your solution?

Capitalization rates for rental residential real estate in California are terrible. Often sub 3%.

Repeal Prop 13, property rates increase about 1.4% with assessment at market.

Cap rates become sub 1% which a terrible investment. Either rents go up or rentals disappear.

Prop 13 does not throw renters under the bus. Property taxes are incident on renters.

It’s not forever. Prop 19 sharply limited inheritance of tax basis.

High property tax rates coupled with California’s extremely high sales and income tax will cripple CA economy. High earners will all flee.

One’s primary residence is very illiquid wealth and if one sells it make it liquid, one then immediately needs another place to live.

Also, property taxes are at least partially incident on renters so, yes, property taxes are regressive.

Have you done the math about how long this work for at the 2.6% property tax rates that were in effect before Prop 13?
