I recommend 2x your stream resolution in canvas - above that, and it starts to become blurry. So, if you stream at 1080p, that'd be 3840x2160. You then select your normal resolution in Output and as for Downscale, bicubic is generally best, outside of retro/pixel art games, where area is best.

Did you know you can increase the resolution of your canvas in OBS beyond your monitor's resolution for a free quality boost? As you can see in the image below, I can only select 1440p in the dropdown, but you can click on the field and type in your resolution of choice.
