yeah, that shit routinely takes years and is every bit as frustrating as the worst bureaucracies i've had to navigate. to argue that people are "abusing" the IEP process to gain some advantage is not much different from arguing that my neighbor has an unfair advantage because he gets $46/mo in SNAP.
