EPRI and NRECA and NatLabs would all claim they did/do that. DOE funds an ocean of frameworks and formats. Most (that I know of) break within 12 months of public launch (after pilot) due to compatibility issues (CIM appears promising) unless someone pays to maintain: maybe PUC’s can req Utils pay?

When you say capacity to protect the public, would you say that open grid modeling software tools could be one avenue to enhance that capacity today?
