only the feds have the capital capacity to build out the infra. regional air could operate. They have nowhere near the capability of standing a system up from scratch.

also worth noting that b/c the federal gov't will provide 80% of capital for construction of highways but only up to 50% for transit, we have to bear that extra burden in debt financing.

several hundred million $ each year in debt service to deliver on the promise that voters opted in for. That is money that could otherwise go to the very service they say they want. But do they even want it?
