Being raised on an island full of Amazonian, Diana probably wore diapers while she’s honing her skills until she leaves the island.
Nowadays, Wonder Woman continues wearing diapers, just now underneath her leotard & still being a great superhero doing her duties.

As childish she can be at times, Harley is still a skilled fighter and even smart.
Harley wearing diapers underneath her costume may be for either they’re comfortable to wear or another flirt attempt to appease Mr. J, probably failed but you’ll never know.
