GPs can do this if they wish. Mine actually called me to say he'd spotted that my oestrogen levels were low and he wanted to increase my dose. He's not any kind of wildly progressive GP (he's an exercise-for-everything guy FFS) but he is normal about my HRT, which makes him oddly rare.
