As a fellow bonsai enthusiast and a fellow tech member, I have a very similar position.
I have only a high school diploma.
I have been in the industry for 22+ years. The highest seniority engineer in my org.
I am a professional because someone values my work to pay me.

I don't think unanimous consent is veto proof (google seems to agree... I'm not familiar with this). So I expect he will play some more games.
Veto just to force senate to vote to override.
I think he's just gonna make it as difficult as possible.

Every one of my attempts at non-native trees has failed.
I now pretty much only get stock from native seedlings, cuttings or seeds I have foraged myself.
Much better success rates! Much less fuss!
