The law of the sea is that if you go over the side, everything possible is done to save you. We know the chances are high that we may not be saved. But it gives us hope. To think that a commander must request permission to search is telling. To refuse is despicable. We have monsters in our gov’t.

Other than violating your rights, and the possibility of being injured by violent thugs, keep in mind every time they arrest a citizen it takes three of them off the street for a while. They also have to show up in court and identify, and finally, no judge or jury will convict. The tactic is good.
