She should not have been in DC in any official capacity. She was not trained for it and the order sending her there was illegal. How do we know he isn't still working for the CIA?

Esp. because a court found the orders of the DC occupation illegal. So those guardsmen were following illegal orders when they were killed by a betrayed Afghani.

The occupation of DC was deemed illegal but the decision was stayed for the courts to sort something out ... they died obeying illegal orders. They had been told the orders were illegal and they continued to obey them.
