In urban econ there's a congestion vs. agglomeration argumument...
If congestion pricing decreases the concentration of activity in cities, that could also reduce positive "agglomeration" spillovers
This is an empirical question that isn't settled though.

We estimate these responses using Swedish admin data + special carve-outs in Stockholm's congestion tax (which originally exempted green cars) that caused individuals with similar commutes to face different tolls.

In Rochester (where I'm from) many of the snowiest winters on record were in the 2nd half of the 20th century
Extreme cold makes the lakes freeze over, shutting off the lake effect. Modestly cold winters mean 100"+
None of the past 6 winters have hit the 100", but we did get lucky this Christmas:

both uber & lyft have 100% EV goals by 2030(!). Their cars are already cleaner than the overall fleet because drivers are required to use newer cars (<15 years old for Uber)
I think that these "commitments" send a nice signal to US automakers, though! A fleet of <1 million will need EVs soon
