Not really sure about that. We will actually never know so I prefer thinking that empathy stems rather from respect for life and drive to help/cooperate.
If it was a survival instinct then in capitalism it's better be rich than empathetic.

Yes, when the legislators are a bunch of greedy psychos, it all boils down to who pay them more.

It's not petty if you were robbed of your monthly salary and your bank account is empty. I know people whose bosses didn't pay for months and then just changed the name of the company.
Of course the whole capitalism is a bigger problem than a few scumbags, but saying that is just whataboutism.
