Also, Both ITV and Sky have worked in the past.
ITV3 started life as a satellite channel called Granada Plus and guess who partnered with the ITV franchisee at the time, well, that's right, Sky!

I don't think it's going to happen so easily without major concessions happening, like either Sky or ITV selling off assets or making guarantees to ensure ITV's linear channels manage their remit (basically their outline target set by the govt. being it's one of the five terrestrial networks).

One by one, the two big franchisees namely Granada (producers of Coronation Street) and Carlton bought out other franchisees until the two merged in 2004 into what's now known as ITV plc.

Before that, it was a broadcast network with over two dozen franchisees (or affiliates in American English), that were given the right to broadcast the third terrestrial channel by Westminster. Then in the 90s with post-Thatcherism in full swing, the last auction happened and slowly after,

But for most (older) Brits, they'll remember that ITV as a combined entity came about in the 2000s to actually prevent a foreign takeover from an American/European media giant.

Now what remains to be seen is whether they just keep the studio and streaming business, or also sell the latter to other investors.
Obviously, such a deal will raise warning alarms for British regulators, who will need to assurances from Sky to keep things as is.
