Furthermore, bad actors generally do not belong to industry associations with a voluntary membership model. In other words, Higgins ONLY speaks about those who chose to become members, who are likely to be good actors.

Problems w/ Higgins' response: since compliance w/ #safety employment & #labourstandards is mostly conducted on a "self-reporting" basis, the power imbalance means few complaints will be made. IF any are made, & IF those are investigated, what are the consequences for bad actors?
