Gov could collect PPT on a National Basis and then fairly distribute to Local Councils. Areas in deprivation should get larger grants. It could be a real levelling-up policy, not just political words.

Yes, unfortunately Labour have ruled out reforming Council Tax despite huge election majority. Gov's are too frightened to meddle with it because of what happened to Thatcher with her Poll Tax. It was the end for her.

The Fairer Share Proposal is a flat rate 0.48% PPT with

- Stamp Duty abolished.
- Landlords not Tenants responsible to pay.
- 2nd Homes & airbnbs pay double rate
- Proposal could be CT equiv Revenue Neutral or Earner depending upon % rate levied.

Stamp Duty reduces liquidity in the Housing Market. It hinders people moving for employment and also those who would like to upsize/downsize. Gov needs to curb ever increasing home purchase and rent prices. A PPT would help with that and would allow Stamp Duty to be abolished.

The Fairer Share PPT proposal caps bills at no more than £100 month extra over existing Council Tax. That cost can be deferred until property sold and money released from the equity. Once property is next sold, full PPT rate kicks in for new owner with known sale value for PPT.
