She closed by reminding delegates that “belonging and dignity are powerful tools for building resilient communities". Thanking the Strong Cities Network, she affirmed that global collaboration helps cities “mend the cracks” and unite in the fight against hate and extremism.

Mayor Chow also highlighted Toronto’s shift from reactive crisis response to prevention and equity. She pointed to the city’s 10-year Community Safety and Wellbeing Plan and summer programmes offering youth initiatives to build connection, mentorship, belonging and resilience.

Speaking on the root causes of hate, she asked: “How do we build resilience?” Her answer: connection. “Turn anger into hope”. She stressed the importance of public spaces that encourage empathy, purpose and community so people feel seen, supported and included.

Mayor Chow expressed that “cities are the closest level of government to the people”, making them essential to strengthening belonging, safety and inclusion. She urged mayors and local leaders to ensure these values are not abstract ideals but lived experiences for residents.
