This is a 55 year old grievance. That will resonate with the voting public I'm sure.
Also, a country has a right to nationalize, just as we have a right to impose tariffs, albeit for dumb reasons.

He's referring to them nationalizing their oil fields in the 70s. At the time, many US oil companies operated there.
