I now have access to historical newspapers for 8 of the 9 #CFL teams through ProQuest. Only city missing is Winnipeg

DPI is spot of foul or 10 yards minimum. In this case it would be reduced to half the distance to the goal line which is the 9 yard line. That is where the officials had the ball spotted before the Replay Centre intervened.
