My thoughts are a long range loitering maritime strike platform for the South China Sea disputes with its neighbors. The design is not stealthy, so I would think it would effective against nations like Vietnam, Philippines, & etc.

While there were plenty of local volunteers, there were people from all over the country helping for the week. They live on the ship in berthing sections closed to the public.
