The ONLY safe solution going forward is FULL nationalisation.
Public services must wholly serve the public. No for-profit structure provides value for the taxpayer. Every penny given away in dividend or bonus is a penny not spent on new infrastructure or maintenance.
Same applies for NHS & others.

And how much of the £104bn comes from the public? Private investors will want a healthy return. Water companies will continue to redirect income to dividends & bonuses.
Without a real regulator that has the power & will to police the industry, the water Co's will continue to siphon off max profit.
