Yep. Budget runs out *because* they are underfunding... All they need to do to fix it is to set the budget properly. Spend what's needed. Tax as needed to control the money in circulation.

That's more like "expert system", which is fine, unproblematic.

Absolutely. The problem I've hit, which is personally useful, but professionally horrifying, is that in many ways I appear to be "the documentation".
