This is because in traditional architecture non-functional qualities are hard to change later, so you must factor them in at the beginning. This is problematic as these qualities come into focus later. (See attached slide adapted from @markusharrer.de's great talk on Evolutionary Software Quality.)

This is in contrast to traditional software architecture which makes a big fuss about the qualities-formerly-known-as-non-functional. See for example the SEI approach to architecture - look at this quote from the Bass/Kazman/Clements book.

Of all of the requirements, functionality has the strangest relationship to architecture. First of all, functionality does not determine architecture. That is, given a set of required functionality, there is no end to the architectures you could create to satisfy that functionality. At the very least, you could divide up the functionality in any number of ways and assign the subpieces to different architectural elements.
