I’m pretty convinced this will happen everywhere Congress acts. Ultimately, impoundment, “pocket recissions”, etc are all about asserting Trump’s control over Congress’ power of the purse. This will all go to the SCOTUS - let’s hope they support Article 1 of the Constitution but it’s not guaranteed.
