Voters have some responsibility to form a non-hateful political outlook, this is true, but I think "ready and equal access" here is a bit of a myth in most people's lives. It assumes one's political outlook forms in a vacuum, and propaganda isn't a factor.
It’s OK to hold people responsible for failing to consider information to which they have ready and equal access.
