Absence of Protestor Accountability While the Chamber strongly supports the right to free speech and peaceful assembly, the current proposal places the entirety of the financial burden on the business being targeted-regardless of the actions of demonstrators. This raises a fundamental policy question: what message does the City intend to send if the individuals responsible for disruption or damage bear none of the cost? Additionally, the city of Portland has spent millions of dollars since 2020 supporting repairs to businesses as a result of politically motivated riots and doxxing. This ordinance flies in the face of this recognition that businesses and property owners, by and large, have been, and will be, the victims of protests that erupt in violence.

I recently handled a case from 2019 involving the theft of food. The case ended in a plea, with the sentence amounting to credit for time served and bench probation. My time on that case alone cost several thousand dollars. The prosecutor’s time since 2019 was certainly in the tens of thousands, not to mention the judicial and jail resources poured into it. The individual now has a third-degree theft conviction but is no better off. Neither is the community we all share.People often ask, “Where do we find the money to house our unhoused neighbors?” Money is not the problem. Our priorities are.

I was on the ground as a legal observer when feds were deployed in Portland in 2020.

July 7th, 2020 had the trappings of a quiet night. The massive protests that rose after the killing of George Floyd had dwindled into a peaceful if ragtag group of 70ish protesters in Lownsdale Square.

Caleb said that even though the conditions in the LUCS were framed as concessions from Zenith to the city's environmental aims, it was never clear how they would be enforced.

The restrictions include excessively burdensome, costly, bureaucratic, and constantly changing customs and screening requirements at the Allenby Bridge that result in very long wait times and a large share of trucks laden with humanitarian supplies being turned back on any given day.
