My guess for Masakado to be implemented is that, he’s one of the Three Great Onryō (vengeful spirits)

He was, in fact, one of the figures who started a rebellion against the government but was beheaded later on cuz of that

Cuz…(in Onmyoji), this rivalry wasn’t really shown? Why not target the other two clans as well (Fujiwara & Kamo)? Why JUST Minamoto? Cuz at least historically, we know what drives them into the war
