France had 40m people in 1940 and was occupied by 300,000 German troops during WWII. 1 troop for every 133 French residents.
Minneapolis has 430,000 people and there are 3,000 ICE/etc agents present. That's 1 agent for every 143 residents.
Occupation seems the right word.
