What you’re describing is deterrent first, evidentiary secondary (though obviously a necessary and intended element). Also, I think there is a more active element (including whistles) intended to stop govt action/alerting targets that traditional LOs wouldn’t do (most of the time)

I think you’re right that it’s an evolution, but there is a significant shift. Traditionally, legal observers are primarily there for evidence collection in anticipation of legal action (either defensive or offensive), and any deterrent effects were secondary (though intended)

I worked as a research assistant for him, and he was my advisor for my law review note (it was bad, but that was all my fault and not his). He’s great in the classroom in addition to his scholarly work
