That's how it used to be but I think the medicaid/ACA as a backstop has started to change that. They would love for it to go back to the bad old days where it was impossible to get healthcare without working for a big company.

To split hairs, democratic socialism is a different ideology from socialism. However, these people will pretend it is the same for a quick hit to serve their corporate overlords.
