Whether or not you believe it's fair, you can't make direct threats towards a particular person and be within the bounds of what the rules say are appropriate and you can't expect action to be taken on a non-existent request.

Everyone wants a perfect world where things go the way they, personally, think is fair but we do not live in that world. You can be a polite bigot and never face a consequence but get the person who reacts with threats banned.
You can't change that fact about how TOS is abused by awful people.

As does everyone who is normal... But if you break TOS willfully and knowingly you can't bitch about getting spanked for being naughty and if you're not effectively reporting the different content you believe to be equivalently TOS-breaking then what are you even doing?

That doesn't answer the question at all, though. I'm aware of the posted complaints from users about moderation.
However: If you knowingly break TOS, saying "But Johnny did it!" isn't an excuse. That's not how it works and we all know that.
"Damn the consequences" means there may be consequences!
