Not sure. It's also possible (although I think unlikely) that a strategic decision has been made that armour just isn't as important as it used to be, given the new style of warfare in Ukraine.

Quite right.
Referring to people only by their relationship to others (e.g. "X's wife", "brother of Y") implies that they have no agency or achievements of their own - *extremely* disrespectful.
