The judges now want secrecy as the norm, publicity as the exception. The Prosecutor will have to justify every public warrant.

I agree with Mark: it’s a rebuke of the past practice of issuing public warrants — think Bashir, Gbagbo, Gaddafi, Netanyahu — that made instant headlines and drove political waves.
