It probably is more in the 90s anime than in other version. In the Manga/Crystal this isn't even a concern much. It's like a One moment (at worst two in a long series of books) that she 'worried' about it. It's more of a running gag in the 90s anime. It's only there you get the eating and weight.

True, Usagi was supposed to be chubby and short (you can see it in the Artnotes/artbook) but the style Takeuchi was using didn't work well because she was using basically the same bodyshapes as Designers for when they draw out their designs (long proportions. ) Plus she had assistants. So, yeah.
