Dems are capitalists and self-interested. If instituting real universal healthcare means abandoning the profit motive and losing some percentage of the jobs in the bloated, vampiric insurance industry, they won't do it.

This isn't true. Krome detention center and the detention camp in the Everglades are both full and ICE is extremely active in Florida, and we have both of the rules you're mentioning on the books.
