if fans are loud even during low rpm, they might be busted and need replacing. if the fans are loud bc your temps are pushing above 90°C, there might be other issues/solutions needed (CPU cooler seated properly? maybe thermal paste needs a refresh? cooling fins/filters caked with dust? idk)

assuming youre on a desktop PC and not a laptop, your bios should have a section where you can set custom fan curves. unless your CPU/GPU is getting close to 90°C during gaming/streaming (get sth like HWiNFO to check) youre good to reduce the rpm
