It does sound quite irresponsible. And few people would take the trouble to try and track it down, see if it makes sense. I work in academic publishing, and we're constantly running across these mistaken quotations that take on lives of their own and rarely get investigated.

Translation is very, very delicate and tricky. Don't be so quick to assume Zizek had nefarious motives. And Gramsci was deliberately vague with his language. The translator of Gramsci should always have the purest intentions and a willingness to admit problems with their work.
