My philosophy for how im using ap is i want to give you more you can do in a turn with ap than giving you more ap so im more likely going to have a training (like dnd class) reduce cost than more AP

So the idea of increasing damage dice may be better
but with v2 you have to roll a d6 to possibly recharge so if rng hates you this ability my not activate again till after combat

V2 is the range bonus and its 15 ft * half level min 1
V3 is the 2ap a charge so think of it like you can just do one charge and do 15 foot cone with 1d6 (possibly 2d6) but equal to half your level min 1 you can increase the damage and aoe so you can control your aoe better
