Do all cities need to do more on pedestrian and bicycle safety? Absolutely. Is Kennewick a safer place to ride a bike/walk than Olympia? No.
Crashes ➗ population is a bad metric because really dangerous cities have few cyclists/walkers. Could have used census data to control using mode share.
