None of us in this college are losing our jobs right now, but this restructuring (with the elimination of all departments) is paving the way for some layoffs in the next 1-3 years.

This is exactly what is happening at my university right now. Administrators advance their careers by proving that they know how to break some eggs, and nobody is supposed to care if the omelette tastes like shit.
