My point was at a smaller level, instead of modifying a piece of code most people prefer making something new. They are too afraid to touch it, because they lack the refactoring skills. Then, we have huge code base and we enter the big-rewrite / hard-refactor / progressive migration dilemma.

And your next rewrite will probably be as bad as the current one.

Best case scenario you use some sort of branching by abstraction technic and will be protected by your existing tests. Most of the time you’ll often get a complete rewrite without any safety net.
