The Moon Man's outfits change depending on your active quest. The Seer outfit is supposed to trigger when you begin "A Study in Disruption" (the quest to reclaim Newton on Cloister), but now I'm curious if that matches your experience.

The Moon Man should offer a couple more comments if your outage persists. I know I wrote something about him wanting to spread brand awareness from a mountaintop yurt.
